I believe if the Samsung Galaxy J3 Luna Pro is either unlocked or if it works with a company that Tracfone owns like Total Wireless, that you can have the phone re-branded to Tracfone service and use it with Tracfone. You may want to contact TF customer service first to be sure your phone is compatible and if they are able to do it.
