no they are not. ..you can drown out the sound however. ..

I believe so. I can't hear any outside noise when they are on.

If you have a good seal around your ear and turn the volume all the way up, you wont hear anything else around you. Actually these don't have true noise cancelling technology like the higher end IEMs.
