They are rubber thumbstick caps, you could get KontrolFreek for Xbox One controllers or Scuff universal which will help with this.

Two sets of additional thumbcaps are included with the Turtle Beach Stealth Ultra for tactile preference, the thumbsticks are NOT swappable. The standard height of the thumbsticks (measured from the contact ring) is 8mm. The caps change that to: Convex: 12 mm, Concave: 11 mm.
