Each light most certainly does not have its own IP address on your network (but maybe on some intranet only accessible to twinkly, if that uses the IP stack). There is only one IP address per Twinkly device adapter. And no, you will not have access to the lights directly from your PC. At least not without using the Twinkly API directly (or until they release a PC app).
