Somewhat it can, you can push the brake and gas and hold it together at the same time and then press the power button 10 times super quick it will beep once if you got the new model twice if you have the older model and then it removes the speed cap

Yes it can be increased but only by a few miles. I'm 165lbs, I can get it up to 18-19mph after holding the throttle and break tabs down while pressing the power button 10 times. before it went about 16-17 mph
