“Does being "unlocked" mean I can buy data minutes anywhere?”

• I bought two of these and they both came unlocked for other carriers. You might have to adjust the APN settings though

• Yes and no. I had to request an unlock code from At&T. It may take a couple of days for them to get back to you but it was easy to do. Once that is done it will work with any GSM network.
