Yes because the pen has to be plugged in to the iPad once before you can use it Bluetooth.  The new 10th Gen has USB-C only.

Yes! You’ll need this adapter to connect the pencil to your iPad. Without the adapter you won’t be able to because the 10th gen iPad is a usb-c port not a lighting port.

You can use any apple device that has the lightning port to charge the 1st generation. I was using either my iPad or iPhone. However, it just became too much of a hassle and I was afraid that I would accidently break the pencil piece in one of the other devices.

Yes, this is required to use the Apple Pencil on the new 10th gen iPad. The new iPad uses a usb-c charging port instead of lightning. Unfortunately the 2nd gen Apple Pencil doesn’t work on the 10th gen iPad due to moving the front camera to a landscape position. Other than that frustration the Apple Pencil works wonderfully with the new iPad!
