I am 4'11". Will i be able to use this bike? null

The seat height is adjustable. You can also adjust lateral distance (front to back). My wife is 5’ 2” and we have to adjust the seat up and back so she can ride comfortably.

Most likely not. My wife is 5'5" and it us set with the seat all the way down.
