On your PC go to settings/privacy and change camera and microphone to ALLOW apps to access. I found this through Live phone support US 1-877-484-6246. After this worked, had trouble again and found that the RCA patch cord supplied had a broken tip on the yellow video cord. Always have "known good" patch cords and cables available.
