“If this TV is not connected to a network, say the Wi-Fi is off in my home, does the TV stop emitting EMFs after any amount time? When it is not broadcasting its SSID, is it not emitting anyting wirelessly?”

If the WiFi in your house is off; then the TV will just sit there searching for signal until your WiFi returns. If you don't want it to emit EMF, turn it off.
