Seems common to me. Apparently producers don't think it is worth bothering with for content that is primarily dialogue. Ensure Night Mode is off though, as it seems to drop the sub level by about 70%.

If you're connected to your sound bar from you're source via HDMI, Digital Optical Audio, or SPDIF and still not getting surround sound, then it would be the program you are watching that is not mixed for surround sound or that particular channel doesn't broadcast surround sound encoding. The 3.5mm output of TV's, phones, tablets, etc. and the input on the sound bar don't produce or accept any surround encoding. I know that CBS and Fox broadcast surround for NFL games and it sounds amazing. I hope this was helpful.
