this happened to me when I was setting up my Ooma services, and I called Ooma who tested my phone and the problem was that I needed a new phone, Ooma recommends The VTech phone system, once purchased & hooked up problem solved.

You can also reboot the system by disconnecting the power to the base and battery on the cordless handset. Wait for one minute then reconnect the battery and power cord.
