I always suggest getting the fasted CPU, the most RAM and the fastest Video card you can. in that order.

The main thing you need is a laptop with an hdmi port. However, the laptop you want more depends on the programs and applications you want to use to draw/animate. Programs like Photoshop will require a stronger pc.

I run mine on a gamer laptop. Honestly as long as you have USB plug in and your phone or laptop has 4gb ram or larger and you have enough space to save your work either on the pc/laptop 
or expandable it should run like a dream. Be sure to get an artist glove or drawing tablet glove though. It will get streaky from the oil and sweat which makes it more difficult to get the strokes down because it is between the Wacom pen and tablet makes it harder to read each other perfectly ( very small difference though)
