After changing the filter in my fridge, the replace water filter alert is still on and the dispenser is often. I can’t turn it back on, I’ve also held it down for over three seconds.

On my GE Cafe fridge, there is a touch screen above the water dispenser, in which I can go into the settings, then select the water filter option and there is a reset button.

When I changed filters the "replace filter" light went off automatically.

Hi ZO, I am happy to help. To reset the water filter indicator light, press and hold the "Reset Water Filter" pad until the red light goes off. The light will either disappear or turn green. If you do not hold the pad in, the red light will stay on. Also, if you hold the pad in for a long period of time the light may go off and then come back on. I hope this helps!
