“I just bought WD My Cloud Home 4TB external drive, and only includes an Ethernet Cable not the USB Cable. My Dell Laptop does not have an Ethernet connection, only USB. My question is I need to buy a USB cable to connect it to my Laptop. Thank you”

Hello ED, Please be informed that you need to connect the device to the router using the ethernet cable . You not need to buy a USB cable please connect the laptop on the same network on which the device is connected.
