• Yes you can paint the exterior antenna, just do not use any paint with lead or metallic additives as those would effect the signal.

• The cover is already bad for the antenna inside, not by much but bad, adding paint could lessen the signal considerably.

• Not recommended. Even the addition of a layer of paint will most likely attenuate the signal strength (remember, at this point, the signal is VERY WEAK). If the paint has any metallic qualities, it may even totally block the signal.
