“In the state of Texas a company needs to be licensed to install surveillance cameras. I checked with the Geek squad earlier this year and was informed that they could not install the Ring floodlight cameras in Texas.”

Specific to the Ring Floodlight, you do need an Electrician to install (due to high voltage). Geek Squad does have the ability (licenses) to install wireless and wired cameras in all 50 states.
