Yes you need your WiFi to control smart bulbs through voice command or app. Without wifi smart bulb will become the same as a non smart bulb.
Sorry, there was a problem. Please try again later. The bulb itself needs to be able to access the internet once screwed in {in order to receive commands from the app}. In order to send commands from the app, your device accessing the app, needs to be connected to internet service as well, whether it's connected via WiFi or with your data plan service. If your service on your device is suspended or interrupted, you won't be able to access the app, disabling your ability to program features or make commands like ON/OFF. If you gained access to the internet via other means {such as another device with current data or someone's HotSpot or connected your device with public wifi}, you could again access the apps features. If the bulb itself loses it's connection to the internet, it still works as a standard bulb, manually turn it ON/OFF with the light fixture {white light at full brightness, no dim or colors}, until it can make a connection to the internet allowing it to receive commands from the app again.
