• Yes and yes. You can use a 4K TV or monitor. Also displays HDR quite nicely

• Yes it does. I'm using two 4k monitors with this video card, 1 hdmi and 1 displayport, and having no problems. I'm sure it would also work fine with 1080p monitors as it's all backwards compatible.

• HDMI cables does work with 4K. No special HDMI cable needed. No need to buy 4K monitor, you just wont get 4K resolution. I would not recommend 4K gaming with the Radeon RX550. The Radeon RX5700 would be a better choice for 4K gaming.
