Yes it uses the full 16 lanes. 8 lanes for GPU can lead to slower performance. AMD's new cards use full 16 lanes while Nvidia's uses only 8 lanes, but Nvidia also uses faster GDDR7 VRAM so technically the difference is so miniscule you will never notice.

This means that when occupying the x16 slot (standard for Graphics Cards), it will communicate over all lanes at gen 5 speeds. Nvidia's newest entry-level GPUs, however, operate in the aforementioned x8 interface, meaning they utilize half of a full slot. In essence, PCIe lanes are how the GPU talks to the motherboard, and all lanes being active boosts bandwidth and helps prevent bottlenecking (the graphics card not running at full speed). This is especially important when it comes to older systems, such as AM4 or comparable Intel platforms with PCIe 4.0/3.0.
