Absolutely is, the Apple Pencil works just fine with the screen protector. Everything you can do with out the screen protector, you can do with the screen protector. Everything works the same way perfect! And this the second one I have purchased just for another iPad. I recommend this product!

Yes good for notes, no it does not wear down the pencil.

I don't do much drawing or taking notes but the pencil works very well in place of "finger swipes". Also, if the target is very small, such as a small square in a list, the pencil works better than my fat fingers. The screen protector has a shiny surface so it should not wear down the tip any faster than the iPad screen.
