It might be possible to cut that portion off, but once the "stickyness" is gone then it is impossible to clean it back. It might be worth getting a new protector since that edge is coming up and will attrack crumbs and dirt underneath.

Please try again later.I could not get it to stick to the iPad mini 4 at all so once it stops sticking you are probably out of luck Try using the solution that came with the screen protector and the installation tool (squeegee) but it did not make any difference with mine. Once it won't stick, it is just a worthless sheet of plastic film that crumples too easily.

THey will either tell you how to remedy (maybe use the solution you got to rewet/ reapply) or they will send you a new one. Next time, though, clean it with a soft cloth, even if it's your tshirt, but don't rub on rough stuff like jeans buttons, zippers or seams.
