Nice Visuals, OK Story

The story didn't really grab me. In some ways, it felt like a few different stories that happened to share the same characters.

Should Don Bluth meets Dreamworks

I believe the correct comparison should Don Bluth meets Dreamworks with perhaps a smidgen of Matt Groening thrown in. A great premise, but the story falls short. The animation is nowhere Studio Ghibli and the CG is average. If you’re looking for Japanese (anime) style animation, look elsewhere. But for a light entertainment, especially for the younger folk (under 10) this would be acceptable. For good Steampunk teamed anime flicks, I suggest checking these titles: Steamboy, Nausicaä of the Valley of the Wind and The Empire of Corpses.
