The primary character is a part of the very institution he is rebelling against. Japan was a neutral country that becomes subjugated by the empire of Brittania (looks like they occupy all of North America) and is renamed Area 11 and the natives are called elevens.

Great, addictive anime

If you like this show, you won't regret owning it. If you have never seen it, I highly recommend watching and/or buying it so don't hesitate!
