The Best Buy associate explained this to me, and showed me where the problem was. Unfortunately, I had to buy 2 new cartridges to replace the other new cartridges. The tape removal of the cartridges is a poor design.

I am sorry that this happened to you. It ruined the two cartridges.
It can be confusing that there is an orange tape (with HP logos on it) that needs to be removed. However the copper circuitry that is attached underneath must not be removed.
We try to make that clear, with an image showing how to remove the tape. Only the tape, which has a pull-tab on it, should be removed!

Unfair review but I do not believe the ink level is the same as in the past. Will try to monitor in the future. Print mostly in black so I know the tricolor ink level was less.
