Print quality not the best sometimes

The quality is fine for use in my small office; however, when the ink cartridges start to get low, the print quality is terrible. One example is printing out a form that has a black box on it, or a solid black border. Some of the black areas end up smudging as it prints, or not even printing out. The ink also doesn't seem to last very long. I use genuine HP ink cartridges in it.
