The reason behind this is that your phone’s signal strength is measured in dB’s. The dB scale is logarithmic (non linear) which means you can have a 2 dB improvement (which gives you a 1.5X signal improvement) while still not having the phone show an extra “bar”. It takes roughly 10 dBs to equal one bar of improvement - - which would give you a very big 10X improvement in your signal.
