Good film, but not the original cover

Not sure why Michael Douglas has a gun and there is a "Department of Justice" emblem on the cover, because he's a CA Superior Court judge who actually puts himself in danger in the final scene to warn some villains -- unarmed. They probably felt they had to do it to distance themselves from what seems like a SciFi name, but actually based in history. Anyway, a well written and directed film that didn't get its due. Great performance by Hal Holbrook. Good chase scenes with a handheld camera in 1983.
