Very poor heat output

I purchased this with the intention of using it to keep my garage warm. I didn't expect it to heat my entire garage, but at least the area I would be occupying, but I was left unimpressed by the heat output even at the highest setting. I could put my hand right on top of the fan and it didn't burn me or feel warmer than room temperature. I have another Vornado heater that I keep in my office that's far warmer, it just doesn't have a strong enough fan to put in my garage.
