    By all accounts, Yes Minister should not work as a show. It's about middle aged men talking about government policy and bureaucratic scheming. However, the writing is delightful and the verbal gymnastics of Sir Humphrey Appleby (played by Sir Nigel Hawthorne) are amazing to listen to; he never hesitates to use two dozen words when five will do. A new government minister, the Minister of Administrative Affairs, comes up against the British Civil Service and its resistance to change. Neither the Minister nor the Civil Service always win, which makes the show more satisfying in my opinion.
