A: No. Fees for destination charging are set by the owner, or location where the charger is installed (most of the time it is like a flat valet fee, or you pay for parking, but nothing extra for the amount of charge). Tesla doesn't charge a user for a destination charge. The only place Tesla imposes a fee for charging is at superchargers - and you understood correctly, this does not work with any version of supercharger.

Q: What do I need to charge my Hyundai Konna at a Tesla Charge station? Gary Palsgrove
A: This adapter. But ONLY at destination chargers. NOT superchargers. Google the word supercharger and you will see what they look like. You cannot use those. Destination chargers are typically at hotels and restaurants. And there's usually only 1 to 4 of them. Superchargers are in parking lots with 6 to 12 of them, and they are bigger white structures.
