Q: Are required to get ATT service or can you just use your own wifi for internet connectivity?
A: I bought the View 2 to use as a tablet and other connectivity via my WiFi at home. I have no intentions to use this tablet that relates to AT&T. This is a large tablet and not intended to be carried around as you would a normal size tablet. It is about the same size and weight as a normal size laptop computer.
Q: Can this device be unlocked so I can have tmobile run it instead of AT&T?
A: No. Just like buying a mobile phone, any tablet that references a specific carrier means it is locked. You can risk unlocking it by some hacks out there, but from what I've read, you don't want to do that unless you like spending a large amount of money on a large useless tablet as a coffee table prop (or in the case of a bricked smart phone, a home office desk paper weight).
