A: No it is not. Although the Best Buy description currently indicates the power source is USB that is incorrect. I provided feedback on that so maybe they will fix it. The power source is the included 18W power adapter. If you look at the picture of the back of the drive you can see the USB port and the power adapter plug. From Seagate's website "Setup is straightforward; simply plug in the included power supply and USB cable, and you are ready to go."
Q: Can this be used as a NAS drive, and personal cloud?
A: There is no Ethernet port on the drive to directly attach to a network. You would need to connect it to a computer and then share the folder on the network to provide NAS-like services.
