There they discover not only that the Mermaid is real, but that she is being held captive by the evil circus leader Locke, as she is the key behind the magical potion. Cam and Elle develop a growing friendship with the Mermaid and so does a plan to free her. But in order to do so, they must figure out how to get past Locke and his evil sidekick.
