“TV works fine. I have it connected to a videotron cable box. But I am not able to control my volume by the cable box remote. I can see the screen indication that it's changing but it has no effect. Only the tv remote. Mute works though.”

Sounds like you are turning up and down the volume on your set top cable box. It will still display on the tv. Try reprogramming the cable box remote. Then call the cable company to make sure the volume button is assigned to the tv. This is a separate process.
