“Recently opened the 39" insignia roku tv to set it up in my room. Remote does not work, and no pairing button. The article on roku website does not help. Some buttons can hardly be pressed. Are we able to receive another remote to replace previous one?”

Should be able to. I have 2 of these TVs in a 55in and 39in now and I can use either remote with either tv and it works
