They do different things, so this is not an apples to apples comparison. I buy inexpensive uv filters like this one to protect the lens glass (albeit minimally) from being broken as it gets knocked around through handling or transport in my camera bag. A polarizing filter will reduce glare off of water, darken the sky, or help manage reflected images. It will change the picture from what the eye naturally sees. If that is an effect you are going for, you'll need the polarizer. If you want a "clear" cover over your lens that doesn't significantly alter the image as a result, you need a UV filter like this one.

Polarized is good to reduce glare but it can interfere with an image if you are taking the picture through a polarized window. Overall, bright day pictures, polarized. And that my opinion, not a fact.

The clear filter does nothing but protect your more expensive lens from scratches (cheaper to replace a scratched filter than a scratched lens) the polarizing filter will protect from scratches and cut much of the glare out of your photos. So unless you want the glare for artistic reasons, it is worth your money to get the filter that does double duty.

A polarized filter, linear or circular, is used to minimize reflection when rotated to max. polarization at a given point when the reflection is the lowest..
