“I need to know if Acer 18.5 LED monitor is appropriate for my HP CPU. Does it have a plug such as my wide blue one that goes into the CPU? Is 18.5 measurement of actual width (has to fit where my computer is).”

18.5" is the diagonal measurement of the screen. This monitor has a VGA connection that plugs into a computer that has a VGA connection. The monitor dimensions are: 17.6 x 13.90 x 7.52 (Width x height x depth)
