“The light, showing the monitor is on, does not shut off when I shut down my computer. Is there something in set-up that should have been done? Or, is it normal for this monitor' blue light supposed to flash off and on after shut-down?”

When you turn off your computer you will also need to turn off the monitor. This resolves the problem.
