Can this PC lay flat (horizontally) null

I'm assuming you can. I dont see much space inside the tower. Also, if you happen to lay it down horizontally, make sure you lay it down clockwise, since the CD will be on the top as it is inserted.

Yes but be aware of the optical drive and whether the CD/DVD clicks down to the tray, and also don't block the air vents.
