• After some research, I understood that the last year (2023) model has the Mini-LED whereas this year model (2024) has IPS. I couldn't locate a 2024 mode with Mini-LED display on the market.

• Mine did not. It came with a 240Hz IPS display. Acer's website was not clear on whether this is a Best Buy thing, a regional thing, or applies to all 4080 variants as I have read several reviews on the 4080 variant that also came with the Mini LED panel.
