The native refresh rate of this monitor is 200hz. Please note the GPU in the device it is connected to must also support this higher refresh rate. Recertified products can be demo units, review units or customer returns. Unfortunately there is no way to determine why a particular model was recertified. With that said, these should be purchased with the expectation of some possible cosmetic issues, but the product should be in working condition.
