"Refurbished" is a legal term term required by the government for any item that is not "brand new," i.e., that has not been touched since leaving the factory (except possibly for inspection purposes). This might be something that is the wrong size or color, arrived in an untimely manner (e.g., too late for a holiday or birthday), was purchased elsewhere in the time period from order to delivery, is no longer wanted, necessary, or affordable, etc. This is why sellers generally rank the item's condition, such as "Excellent," "Good," or "Fair," allowing for variance in the condition the product is received, and why a warranty MIGHT be lower than for a new product.
