• Not really. This is for use by students, teachers or staff at educational facilities. The features are the same. The pricing difference is just for a cheaper way to use the Adobe products when the cloud is not necessary.

• No only the terms and conditions of the license are different. The biggest difference is that you not supposed to use it for business purposes or financial gain.
