I haven't used Creative Suites in many years but Photoshop Elements can do many things now that you could only do in Photoshop Pro before it became CC(cloudbased). It can do a pretty complete editing job for most photographers except maybe the most demanding of Professionals whose work is used in advertising and commercial photography.

You can drop on over to the Adobe forums to get a more specific answer for your particular situation. Good Luck! For the second part of that question it is very much like the CC version of Photoshop. It is not as powerful but you have a lot of the same retouching options that you have in Photoshop CC. Healing brush, Clone Stamp, color adjustments, levels, curves, etc. Happy Photography!!
