Yes to perpetual license, new version available every January for purchase, but old versions still work. Pro software should read/edit Elements files, but I don't know for sure. A lot of video formats acceptable, perhaps most files, but importing from an external folder, including a USB drive, does not work well. Copy external files, including any slide or freeze frame photos, onto internal drive first. Elements insists on editing with internal drive, but project file can be saved to and accessed from an external drive!
