“Dumb question: Is a phone number assigned to this phone upon purchase? I ask because I don't have a number to switch to it. Also, is there a way to pay only for minutes used AS they're used, or do all 'plans' have a use-by date?”

No, not a dumb ques.! You get a new # when you activate this w tracfone. I think all tracfones go by " service days"- not minutes. Anyway that's how I use it, and I've had many a phone w them. You may be all set up already!
