Can I customize this before I buy null

I just bought the PC today and no you can not. You have to buy it as is and upgrade what you want afterwards.

Not from Best Buy ( to my knowledge)

Unfortunately not from BB which offers only stock units. You can customize if you order directly from Dell. In my opinion this stock unit offers everything you need except for maybe more memory. Almost certainly cheaper to but this one and upgrade memory yourself than to order larger memory from Dell.
