No, it's AIO liquid cooling unit and for that it's all enclosed so you do not need to change or replace the liquid. Only a custom loop would you need to perform that kind of maintenance. Only Dell would be able to perform any type of coolant replacement.

Yes but as part a Dell regular maintenance for the cooling system. See Dell for info, is simple. Great comp son loves it this is the best system on the market for gaming select your options. Best buy had a better price than dell.com with keyboard.
