“I have the Tmobile SyncUP drive for my car hotspot that use wifi. Would I be able to use it after my iPhone connect to the alpine via bluetooth then wifi for wireless carplay? Or I can only use 1 wifi device which would be the carplay only?”

CarPlay requires your phone to be connected via USB cable. So you can use your WiFi device as well.
